In 1900's the plantation reservation of our country has decreased desperately. Underthis backgroud, the policy of "plantation dynamic balance" is put in force in order toestablish a basic system for the protection of amble land in China. All circles are concernabout the effect of the implementation of the system. This paper attempts to through theempirical analysis of the status of implementation of "plantation dynamic balance" inWenzhou City, demonstrating actual results and the problems encountered of this system inWenzhou City, and on the premise of the analysis the various problems of external andinternal factors analysis proposing solutions to the problems and improving the work ofthinking. The purpose of this paper study is to provide a reference for Wenzhou Citygovernment to improve the protection of farmland, also to provide empirical information forthe policy of "plantation dynamic balance" to be put into effect.This paper mainly use data analysis, phenomenon description to summarize phenomena.In remarks the method of quantitative analysis with qualitative analysis is mainly used toshow perspective. Through changes in the total amble land in Wenzhou City during1994-2006 period and the analysis of the surface factors and inner driving factors impactingthe total arable land in Wenzhou City, the following conclusions are arrived at: Conclusion 1,the implementation of the policy in Wenzhou City is not as optimistic as the reflction of theland sector statistics, existing problems such as that the farmland are substantially decresing,the rate of conversion of farmland for new construction did not fall but rise, the balance ofamble land resulted in a serious decline in the overall quality of amble land, in the future itwill be quite difficult to achieve the balance of amble land and so on; Conclusion 2, farmlandpreservation work of Wenzhou city exsit problems such as that serious fallow,over relyingbuilding new construction land to protect the demand for construction land,poor results ofstoping illegal occupation of farmland,farmland subsidies not offseting overall decline in thequality of arable land,shortage of supplementary reserve land resources,inefficient use offarmland preservation funds,the monitoring system of total farmland area changes fallingbehind and so on. Conclusion 3, it is recommended that on the basis of full respect for economic laws, through an active policy interventions to improve. Also it is proposed thatthrough measures such as that encouragement of settling the slopes of land,the abolition ofland resettlement reservation system,constructing factory building mainly for lease,establishmechanism that use of the occupied land farming soil,encourage inefficient grainadjustment and so on, to improve the problems of farmland protection in Wenzhou City.Introduction Chapter 1 mainly describe the background, objectives and methods of thepaper; ChapterⅡmainly pave the way for the theory of public management, ChapterⅢmainly analysis the changes in the total arable land in Wenzhou City and come to the effectsof the implementation of "plantation dynamic balance" in Wenzhou City; ChapterⅣanalysis the factors affecting "plantation dynamic balance" and reach three major factorsleading to a reduction in amble land in Wenzhou City, namely fallow, farmland forconstruction purposes and ecology; ChapterⅤput forward proposes on the basis of summingup the problems in the realization of farmland dynamic balance; ChapterⅥis the summary.
