Supply And Demand Balance And Sustainable Utilization Of Coal Resources In Sichuan Province

Over these years, the proportion of coal of China’s primary energy production and consumption structure has remained around70%.Although in recent years some clean energy such as oil, natural gas, nuclear energy have widespread been used, the proportion of coal production and consumption appears a certain degree of reduction, but energy endowments and level of economic and social development determine China’s energy consumption structure will be based on coal within the coming period.With the change of economic development, the demand for coal will gradually decrease. We can predict the proportion of coal in primary energy will occupy half in next30-50years.Sichuan Province has special energy structure, the outputs of coal and crude oil are in severe shortage, and however natural gas and electric energy are abundant. The structure of energy production and consumption of Sichuan deviates its energy endowment, energy production and consumption is still mainly based on coal resources. With the rapid development of economy of Sichuan Province, the contradiction between supply of coal and economic development will become increasingly prominent. Coal resources are the foundation of Sichuan economic development. The sustainable use of coal has important theoretical and practical value for Sichuan’s sustainable development of economy.First, this paper analyzes the energy endowment, supply and consumption situation of Sichuan Province, and we know the structure of energy supply and consumption:coal resource is still the base of energy production and consumption, the gap between supply and demand may occur in the future; the consumption of gas and water electricity consumption increases every year, but the proportion is still low, so they do not play their own advantages, and still have large development space to utilize. Secondly, this paper studies production capacity of coal resources and market demand, then analyzes the characteristics and the problems that exist in the supply and demand of coal resources. Secondly, this paper establishes grey prediction model of GM (1,1) to predict production and consumption of the coal resources in the future7years of Sichuan Province. And according to the prediction of production and consumption, this paper analyzes the future supply and demand status of coal resources, and study if the coal resources in Sichuan Province can guarantee the sustainable development of economy, society and environment, and analyzed the reasons for this trend.Finally, considering the endowment characteristic of Sichuan Province, this paper puts forward the main countermeasures of sustainably using of coal:(1) To strengthen the resource integration of the coal industry, to improve Sichuan coal production scale and improve the industrial concentration, promote coal industry structure upgrade, so we can improve utilization and recovery of the coal resources.(2) Optimize and adjust the structure of energy production, so we can effectively restrain high rate of use of coal resources from the aspects of the production structure of energy use, mainly including increasing the proportion of Hydro and gas, and vigorously developing new energy and so on.(3) Strengthen the efficient clean utilization of coal resources, from coal mining, washing, transport, transformation and utilization of each link, so we can improve the air environmental quality.(4) Improve the system of coal resources development ecological compensation (5) To speed up the production of coal reserve construction, so we can improve the emergency ability of coal supply.
