At he same time, the traditional non-tariff barriers such as quota and import license, etc, have also been contained, making its position and function in trade protection increasingly declining. Thus, trade protectionism symbolized with traditional trade barriers gradually dies out, being taken place by diversified non-tariff barrier measures such as environment standards, quality standards, technique standards, sanitation standards, double anti-measure and one safeguarding, green barrier, IPR barrier, labor standards, animal welfare, etc, which increasingly become the main content of new trade protectionism. It possesses new characters such as efficiency, disputableness, chaining, dynamic, compositeness, in addition to such features owed by the traditional non-tariff barriers as flexibility, targeting, hiding, discrimination. In a long run, non-tariff barriers will exist for a long time and developed to a deeper level.Recently, because of the reasons of international pressure from economic and trade situation, differences in scientific and technique levels, consumer's quality, differences in security and environment protection notions, the phenomenon is becoming prevalent that foreign countries effect protection measures of non-tariff barriers against Chinese export commodities, making China's export suffer seriously.
