Entering the21st Century, the process of international economic integration and tradeliberalization is accelerating.The traditional tariff barriers gradually withdraw from the worldeconomic stage, replaced by non-tariff barriers,which is more hidden and more flexible thantraditional tariff barriers.The characteristics of NTB determine that they will be the greatthreat for the the normal development of international trade.Our country is a vast agricultural country.Agriculture is crucial to the economicdevelopment of economic construction and social stability. Shandong Province is the majoragricultural base of China.The exports amount of agricultural products of Shandong Provinceaccounts for a large proportion of the country ’s total agricultural exports amount. Meanwhile,Japan and South Korea, not only for Shandong Province, but also for China,are the majoragricultural export markets. Researching and analysing the impact of NTB for the export ofShandong province ’s agricultural economy to Japan and South Korea,is also great for theoverall development of China’s agricultural export economy.Firstly, the theories of non-tariff barriers are summarized.And listing the non-tariffmeasures taken by Japan and Korea.Then,collecting the datas of agricultural export amountsof Shandong Province to Japan and South Korea from2000~2013, as well as the TBT/SPSnotification amounts during the time.Through contrasting the two sets of data, analyzing anddemonstrating the negative correlation between them. The analyzing is different from otherscholars, rather than simply analyzing the amount of the two datas,we study the increasingrate of the two sets data. Through this way,we can effectively weaken the impact of othercausal factors for the study, so that the conclusions will be more persuasive. Through thepresentation of research results, and further elaborating the negative impact of NTB for theexport of agricultural products from Shandong Province.Then,discussing how to deal withJapan and South Korea ’s non-tariff barriers.
