How to foster a dynamic industrial cluster with local economic characteristics successfully has been a hot issue. However, the study on industrial clusters is not yet mature up to now. There are divergent standards of industrial cluster classification in the research community,and the majority of research related to the law and conditions for the formation of industrial cluster are largely based on the analysis of exterior surroundings of industrial growth rather than on the impacts of industrial characteristic on the formation of industrial clusters. A large number of cases show that industrial characteristics have much to do with whether which industrial cluster can come into being. Based on this fact, the paper especially conduct an in-depth analysis of the relationship among them, trying to find a best model to cultivate industrial clusters with various industrial characteristics and offer policy responses accordingly.The existing industrial cluster theories were made a brief review and then a new research findings that industrial cluster category is embodied exteriorly by industrial characteristics was given. Industrial clusters fall into such three categories as"SMEs swarming industrial cluster","leading enterprises plus networks of small firms"and"MIMO"in the term of the relationship among companies based on specific location of value-chain of the products. Through a comparative analysis of industry characteristics and industrial cluster category, the author reaches a conclusion that one industry with certain characteristics may exists in multi categories of industrial clusters, but in which only one is of the most efficient. This can offer theory support in mapping out objectives of industrial cluster development.It also looks at the role of industrial characteristics in the formation of industrial cluster and the categories of formed industrial clusters, identifying industrial characteristics are an internal cause to whether corresponding industrial clusters emerge and the categories of formed industrial clusters. So, decision makers should be trying to choose an ideal industrial cluster on the basis of an analysis of industrial characteristics. Industrial clusters are very different in areas like industrial division of labor, innovation motivation and potential risk, through comparative analysis of industrial clusters. Therefore, corresponding policy thinking varies from different industrial cluster development models.
