With the rapid development of industrialization and urbanization, promoting the growth of industry has increasingly been an important means for the fast growth of regional economy. But because of the particularity of industrial land to the regional economy, the main pattern of industrial land assigning in our country is private negotiation. In order to invite investment from overseas, to boost the regional economy and also to gain satisfactory political achievements, different levels of local governments have generally adopted a strategy of vying with each other to decrease the prices so as to attract investments. This has caused many negative consequences to the industrial land market as well as to the industrial land management.This paper started by analyzing the temporal and spatial feature of industrial land prices of the key areas and some main cities in China. Then it conducted correlation analysis and comparative analysis from two aspects which were economic development factors and public policy factors. The results showed that the cities with relative high industrial land prices were in the Yangtze River Delta region and some metropolises with fast speed of economic growth. Meanwhile, the prices of industrial land were significantly related to regional GDP, local finance, foreign investment, investment in fixed assets and total industrial production value. After that, this paper used the game theory analysis to study the relationship between different entities, such as the government and investment enterprises. It also elaborated on the forming process of industrial land prices. Finally, on the basis of the exploration on the current urban industrial land negotiation pattern and learning from the management experiences from abroad, Hong Kong and Taiwan, the paper put forward certain policy suggestions for the improvement of industrial land management in our country. These suggestions were composed of three aspects, the improvement for policy system of industrial land, marketization of industrial land and the improvement on the supervision measures of industrial land transaction.
