With the development of information telecom, the research and development department has been the key point about the continual development. The performance management is one very important way to use the limited resource, cultivate the core competition and get the advantage over the competitors.But many enterprises' performance management system is not good and the content isn't consistent with the actual situation, has a heavy subjective color. The shortage of data and facts can't inspirit the employee and improve the performance in the development of human resource. It can't connect the personal development of employee with the development of the company.The article uses basic theory to analyze the research and development center, and design one whole suitable solution of performance management according to the result of analyses . We uses many ways to help design the solution, such as objective management, Balanced Scorecard, and so on.
