With the impact of Multi-national corporations increasingly re-deploy business globally to minimize its operation cost and enhance its core competence, and Chinese government favorable policies' to attract overseas, a new cooperation model named as built-to-suit emerged and is getting more popular. Under this model, local government will finance custom-made facility for multi-national corporations, and the multi-national corporate will commit long term lease of that facility.Based on the review of project management content, project stakeholders relations and project management model, using the knowledge of Project Management, Organizational Behaviors and Human Resources, we identified three aspects that built-to-suit projects differ from traditional construction project management: different project management responsibility matrix, different work breakdown structure and finally, different interaction mechanism between project management team members.By setting forth the key points of objectives' management by controlling quality, schedule and cost at different phases of a built-to-suit project, with regards of the interactions among government, multi-national corporations and the project consultants, we concluded that the project management team integration and qualified project consulting companies are crucial factors for the success of project objectives' management.
