Land quality resources unclear, cause quality management uncompletely, initiate a great deal of problems and cause certain social negative effect, such as take over the land for use , compensate it causes peasants to appeal for help again and again that "similar homogeneity is not with the price"; "The quality of the impropriated tilth is good, while the quality of compensated tilth is bad" cause the qualities drop; "The protection of Basic farmland often protect the bad land" cause high-quality cultivated lands not to be effective protected, unreasonable price affects exchange of farming land, and so on. In order to find out the land quality resources, since 2001, Ministry of Land and Natural Resources implement project of grading and appraising of farming land, require achievement reasonable, method scientific, application in time in the whole country. Hubei province is one of the provinces where this project has been carried out firstly. Its grading of farming land and appraising achievement and applying to the whole country have exemplary roles. At present, land grading has been done smoothly. It is urgent to study the theory, method and the applying of the result.In view of technological method, statistical technique, computer technique and 3s technique have been applied seldomly; According to respect of application of results, employ it less in taking over the price of land for use. In order to solve the problems, this paper studies the theory, the method and the applying of the result.(1)Supporting theory: Studied the theory related with the grading of farming land: such as the agrology theory, ground rent theory, locality theory, land productivity theory, land exterior economic theory, margical utility theory and resource economic value theory. In order to make the achievement of grading and appraisal of farming land utilize reasonable in the land expropriation price, our experiment studies the theories relate to land expropriation, such as land use theory, the theory of property rights.(2)Technological method: Include two parts: grading and appraising, combine the computer and GIS technology to launch research. The method of grading is as follows: multiple factor comprehensive method, limiting factor method, sample plot method and revising method. Appraisal methods include profit reduction method and market comparision method.(3) Process of grading and appraisal of fanning land: multitude factor comprehensive method determining level of agricultural land; income Revivification Method determining basic price of farming land.
