Research On The Problems And Strategies Of Maize Seed Industry

Seed industry, as an fundamental part of agriculture, plays an important role in ensure of food safety, promotion agriculture industry and increase production value and farm incomes. In this paper, Gaotai County, one of the maize seed production base in China, is selected to study the history and current status of maize seed production as well as problems existed. The suggestions and strategies related to maize seed production industry in this area have been proposed furthermore. The main results were as below:The investigation of maize seed production status showed that there are seven towns involved in maize seed production in Gaotai County. Among them, the largest maize seed production area was Luotuocheng town with 34.7×103 mu, follows Xinba town with 28.8×103 mu, and Xunhua, Heli, Heiquan, Nanhua, Xiangdao was with 12.3×103 mu, 11.5×103 mu, 10.2×103 mu, 4.5×103 mu, 2.3×103 mu respectively. As one of the national maize seed breeding base, Gaotai County, covering maize seed production area of 104,600 mu in 2014. The realized sales income was nearly 530 million yuan, and economic net income achieved about 200 million yuan. After several years of development, maize seed industry in Gaotai County has made great achievements, becoming one of the important production base of maize seed, and gradually becomes the leading region of maize seed production. However, there is a big gap between maize seed industry in Gaotai County and that in developed countries.The development of maize seed industry in Gaotai County was analyzed and the problems existed as below: 1) decline in benefits results in difficult payment of enterprises, and petitions have occurred occasionally; 2) administration supervision is not enough; 3) the connection of scientific research and market is not close; 4) seed enterprises is poor in profitability. Based on the above problems, the reasons that lead to the underdevelopment of maize seed industry in Gaotai County were surveyed furtherly. The results showed that operation mechanism is unreasonable, market mechanism is imperfect, soft environment of base remains to be improved and the competition becomes more and more intense. The countermeasures and suggestion for the development of maize seed industry in Gaotai County has been put forward: to enhance investment in research and development of science and technology, improve Gaotai County maize seed industry regulatory system, take the path of scale management, perfect and improve the various tax subsidy loan policies.All in all, development of maize seed industry in Gaotai County should pay more attention to 1) overall planning and development goals of maize seed industry in Gaotai County shall be set up; 2) modern maize production bases should be established to improve comprehensive competitive capability of maize seed industry; 3) the innovative level of maize seed production and independent innovation ability of science and technology would be improved. Furthermore, the development of maize seed enterprise should be unceasingly supported, the current national agricultural preferential policies be fully utilized, so the maize seed industry chain would be constantly extended to promote the comprehensive development of related industry of maize seed production.
