With the rapid development of the information technology, the Information Industry is becoming more and more important. In a way, how it develops determines one country's comprehensive national strength. So every country's leaders all pay much attention to the development of this industry. Just because the key technology and the innovation play the very important role to the industry, so the talented person is welcomed by nearly every country. Different countries and enterprises all fought for the very talented person, and the talented persons are flowing worldly. Our Information Industry is much weaker than the other large countries', so we need a large amount of talented person in this area to push our industry forward. But now, the situation is that, the flowing rate of the talent person in the industry is much high, which brings much loss to both the very enterprise and the industry, in both the concrete or abstract way.In order to know why there is always the high drain rate in the industry, I consulted a lot of materials and visited many persons in the industry to get the first material of their lives. I found that, most of the persons in the industry have human capital, and according to the"20/80"thory, 20% among them have idiosyncratic human Capital. But the fact is that, most people are not satisfied with their salary. Except the leaders, most people do not have the stock ownership. The salary can not stimulate the talented persons well becomes the main reason of the high flowing rate. Based on the theory of'property right of the human capital', and so on, I devised the encouragement system which is based on the "two dimensional weighting stock ownership incentive ". Besides the "two dimensional weighting stock ownership incentive ", it also includes methods to help the workers to make the professional profession designs, to create a good training system and a system to discuss technological questions, and to form the atmosphere respecting the talented persons. Through all these methods, we try to reduce the flowing rate of the talented person and to develop the Information Industry in our country.
