Core talented person is the most important human resource in the institutions of higher learning. It is also the most essential, the most fundamental, the most crucial in all kinds of factors in college and university management. In additional, core talented person is the determining factor of working efficiency in the university. Therefore, the research of incentive mechanism of core talented person in the institution of higher learning plays an important role in the innovation and development of university. Because of the geography, history and economy, in contrast with east and middle part of China, institution of higher learning in west China has encountered unprecedented difficulties in recruit of teachers who have advanced academic degrees and professional titles. And it is serious in the loss of qualified young and middle-aged teacher and leaders in different subjects. Consequently, it becomes a core content of human resource management in university of west China to establish a scientific incentive mechanism of core talented person.Firstly, this paper elaborates on the background and significance of research, introduces the concept and method of research. Then it researches on situations and main problems of incentive mechanism of core talented person, analyses incentive factors of core talented person in university of west China: factor of human capital and capability, factor of stress and payment, factor of working environmental, target and power. Base on the factors have shown in front, this paper establishes three modes of incentive mechanism of core talented person in university of west China, including substance incentive (option Incentive allowance, the annual salary system incentives, paid holidays and Individuality salary incentive), spirit incentive(goal incentive, promotion incentives, academic powers of motivation, team-based incentives and flexible working target management incentive system) and sensation incentive(humanistic management incentives, schools and cultural stimulation and encouragement talent ecological environment). Base on performance evaluation, this paper also presents the effective incentive measure of core talented person, establishes perfect human resource management information system, establishes scientific payment system establishes the last-eliminate mechanism. Finally, it puts forward evaluation and improvement methods tlirough the research on core talented person incentive mechanism of G university.
