With the development of heritage tourism and the re-recognition of the value of industrial heritage, the development and protection of industrial heritage tourism receive more and more concern from the vast touring circle. It has become a hot issue for social development of every country to seek suitable mode of industrial heritage tourism development and develop industrial heritage tourism moderately, simultaneously protection industrial heritage, and promote economy prosperity and historical culture carry-on of traveling destination.In broad sense, this article uses the word of"industry"that is containing the traditional handicraft and contemporary machine industry. The common theory of industrial heritage tourism is the theoretical foundation on directing people how to develop it. Studying this has a very important application value. The common theory contains: the developing goal, the developing content, developing rules, the developing mode.
