Employment Countermeasures Made By Zhejiang Government For The Upgrading Of Manufacturing Structure

With the background of the upgrading of the structure of manufacturing industry, the essay is aimed at studying its influence on employment and meanwhile proposes counter solutions.Firstly, the essay theoretically analyzes the influence and the result made by the upgrading of the structure of manufacturing industry on the employment. And with the theory, the practical situation in Zhejiang province is further analyzed . And two conclusions have been drawn: one is the upgrading of the structure of manufacturing industry has resulted in the demand for less labour for the same output in manufacturing, the other is that there has been a still intense conflict between the supply and demand of skilled workers.Based on the theory and analysis, the article estimates the possible future influence and points out that with the slowdown of the expansion of Zhejiang industry, resulting in the weakening admission of labor force, compounded by enhanced capital supplant of labour force mading by the farther upgrading of industrial structure, the admission for labor force will decrease visibly. Besides, the upgrading of industrial structure will increase the demand for skilled-workers—resulting in a still intense conflict between the supply and demand of skilled-workers.At last, the government is proposed to take measures as early as possible to deal with the change. In order to solve the problem of the decreasing amount of employment, on one side, the government should try to reduce the unwanted labour by guiding the enterprises to make a correct tactic which takes the increase in both economy and employment into account; on the other side, the tertiary industry should be developed greatly to admit the labour as a main channel. As regards the solutions to the conflict in employment structure, the supply of skilled workers should be first impelled to reduce the current conflict, also the supply of person with ability should be increased and the education of professional skills should be improved in order to meet the increased demand of capable and skilled workers in the future.
