With the rapid development of science technology and the gradual exhaustion of land resources, governments in different countries are becoming more aware that the ocean will be a new development area for both the country and the nation. Exploring ocean resources, which accounts for 70 percentage of earth surface, has become the main direction for social development and sustainable utilization of resources in 21st century.In recent decades, the world has entered a new era, exploring ocean resources on a large scale as well as developing marine economy. The gross product of marine economy doubled every ten years. The global GDP in 1998 is 2.3 billion dollars, in which the gross product of ocean industry occupied nearly 0.1 billion dollars. At present, the total scale of marine economy in our country is increasingly expanding, making its proportion increase in national economy. The gross product of marine economy in our country has increased from 246.39 billion RMB to 413.35 billion RMB from 1998 to 2000, and the gross product of main marine industry in 2003 first exceeded 1000 billion RMB.the gross product of marine industry in 2005 is 1698.7 billion RMB, an increase of 720.7 billion RMB, which means 12.2 percent increase in the form of fixed price compared with that of last year.Like many other industries, our marine industry is also facing great challenges of both internationalization and globalization, especially after we joined WTO, meaning that we will have to seek development in a global environment that is characteristic of intense competence, fair opportunity as well as strict standards. This will bring not only challenges, but also great opportunities. With the acceleration of pace of opening-up, the relation between our marine economy and the world is becoming more and more closer. Therefore, in order to become an important player in the world economy, we must actively take part in international competence, establish our own competitive advantages and pursue a road of internationalization. The main problems we are now facing in developing marine economy are: imperfect arrangement of ocean industry structure; imbalance development in regional ocean economies; the high-tech industries in marine economy has not formed its own scale; the technological content in marine industry is relatively low; the ocean disaster has a great influence on the development of marine economy. Marine industrial structure refers to the proportional constitution among different sections in marine industry and the interdependent and inter-restrictive relation among these sections. Therefore, optimizing marine industrial structure and reasonably protect and utilize ocean resources plus pursuing sustainable development of marine industry have extremely practical significance.
