Old-age insurance system as a social system, its development is not only decided by the economic and social situation, but also by political regimes. China's current old-age insurance system is built on the background of its unique historic environment; it has to be walking along a separated road between city and countryside which are in a serious state of imbalance. China is now in the crucial period of economic and social transition, therefore whether for equity, social justice, or healthy economic development, we must not ignore such situation continuing. It is imperative for us to promote the coordinated development of urban and rural old-age insurance.This article is based on China's national conditions and our predecessors' achievements. The author uses empirical analysis and normative analysis, macro-analysis and micro-analysis, comparative analysis, and other scientific methods, to thoroughly analyze the differences between rural and urban old-age insurance, then gives some suggestions on the coordinated development of urban and rural old-age insurance.Firstly, in the preface, the author introduces the background of selecting this subject, the current research status quo in domestic and international field, and the research methods and framework.Secondly, the article introduces the basic theories of old-age insurance system. Old-age insurance system is the inevitable production of social development, it experienced from family-based system to national pension, and then to social pension. It brings out both economic and social effects. For instance, economic effects: promoting economic growth, be conducive to the development of the capital market, affecting the labor market; social effects: be conducive to social stability , regulating income distribution, and providing social services etc..Thirdly, this article starts from the situation of urban and rural old person, then focuses on the detailed comparisons which allowing for five points: urban and rural economic and social environment, security model, security benefits level, management system, institutional arrangements. We can see clearly from the comparison that China's old-age insurance is with a characteristic of duality. Deeply, the author analyzes the negative effects given by the enormous differences of urban and rural old-age insurance: be contrary to the principle of social equity; hindering China's urbanization process; be disadvantageous to solve rural social problems.
