Motivating Theories have been practiced in various fields of economic management, especially in HR (Human Resource) department. Nowadays these theories are being tried out in Public Sector, which will be helpful to consummate our civil servant system, and, also will impulse the innovation of governmental system to boost the administration efficiency in Public Sector. However, the effective measure--Motivation--is always ignored in many works on Human Resource Management in Public Sector.The preface makes a brief introduction of the whole article and Chapter I introduces the concept and the principle of motivation with discussions and evaluations of several motivating theories which were cultivated from the economic management in the west. Chapterâ…¡describes the main experiences of applying the motivation theories in enterprises, with specific introduction on how Motorola motivates its employees internally, all of which are prepared for analyzing the motivation methods in Chinese Public Sector Human Resource management. Chapter III focuses on analyzing the environment of Chinese Public Sector Human Resource management and development in the contemporary era, pointing out the shortcomings in practice, and further arguing the civil servant system in China. In the last part, on the base of the former three chapters, the author designs the thoughts and ways to establish Public Sector Motivating System, which adapt to Chinese developing demands, with a view to the actuality at the present time. The intention is to find out an effective method to faster the Public Sector Human Resource management and development, other than the innovation of governmental system.
