Study On The Water Resources Value And Water Price Of Tian Jin

The water resources of Tianjin city is in a critical shortage . The supply and demand of water resources self-contradict increasingly outstanding, which has become the bottleneck factor to the economic development and social progress. The problem of water has been doubtlessly concerned by government and society.This paper applies the price theory, microeconomics, sustainable development, harmonious social theory, adopts quantitative analysis method, studies the problems of water resources value and water price,proposes the rational suggestion on sustainable exploitation of water resources.The text main contents: the practical condition of the water resources development and utilizing in Tianjin city expresses that the confliction of the water resources supply and demand has been increasingly outstanding. Water resource crisis is more serious than ever. Water shortage, pollution, and groundwater over adoption is the key problem of water resources management. The paper analyzes the main problem in water price, and points out that the over low water price, imperfect price system and inexplicit property right is one of the reasons that water resources management is lack of efficiency. The paper explains the content of the resources of water, discusses the economic characteristic of water resources, expatiates the relationship between water resources value and water price, analyzes the economic inducement of water crisis, and emphasizes that water resources has the economic nature. And it also casts back the domestic and overseas history of the water price, puts forward the water price establishment target with the principle, points out the composing of reasonable water price, and that reasonable water price is one of useful method for relaxing water resources crisis.The main factors which affect water resources worth is analyzed. The quantity method for the factors is given. The fuzzy comprehensive appraisal mathematical model is established, water resources worth is computed for different years. Regional water price model is established, analyzes the relationship between water price and supply water quantity with the theory supply and demand. And according to theprinciple of supply determining demand, the regional water price can be determined reasonably. Using linear regession analytical method, estimates elastic price in 2010. Based on current water fee investigating, this text analyzes the bearing capacity to water fee of city life and industry. At last, from the point of view of sustainably utilizing of water resources, the paper emphasizes that the public policy of water price should pay attention to the efficiency, equity and rights, clearly confirms that developing water-saving society is the basic exit and the most valid strategy measure to alleviate the crisis of water. And at last the author puts forward policy and suggestion on how to constitute a water-saving society and push forward water resources sustainable development.
