The Integrative Analysis And Proposal For Improvement On Wind Power Concession Projects In China

During 2003 to 2006, four rounds of wind power concession have been executed in China, where the grid price and the proportion of domestic manufacture of wind turbine became the two major factors during the actual process of evaluating bidding documents.Aiming on the above mentioned two major factors, the thesis studies the pricing strategy of other countries,reviews the forming mechanism of Chinese wind power pricing policy and its disadvantages and makes proposals for improvement; also the thesis studies the direct or indirect polices that other countries have been using for wind turbine localization, the potential benefit and development obstacles of it faced by China, and further discusses how these foreign polices could be of any references for China.Finally, using Analytic Hierarchy Process (AHP), the thesis calculates each criterion level of the decision making system of the bid evaluation, proposes an integrative evaluation system then makes a actual case study.
