Strategy Study On Sustainable Utilization Of Water Resource In Shaanxi Province

Water is the source of life, the vital condition for human's living and development and also the important factor of making up environment. Human can't live and develop without it and the sustainable utilization of water resources is human's eternal problem. As we all know that Shaanxi is in the interior region of our country land ,and the resources of water is missing, and dry and little rain, and it is often drought, and soil erosions are serious, ecosystem environment is weak, and the partial rain-storm flood disasters are frequent. Years of recently, along with the society economic develops fast and the population rises, the increment of the water that city and country resident use and agriculture and industry need causes the water resource supply and demand increasingly sharp. Water resources have been the bottleneck factor for socioeconomic development and the general construction of well-off society. How to prevent the environment of water worsen, to alleviate the resources of water missing, and to realize the sustainable utilization of water resource, will be an important key to realize the sustainable utilization of society and economic of Shaanxi in 2000s.The main contents in this paper are as follows:1 Put forward the sustainable utilization use of water resource. Based on the concept and the characteristic of the water resource, it puts forward the concept of the sustainable utilization of water resource, and analyzes the theories foundation of the system of the sustainable utilization of water resource, and then it points out the meaning of the sustainable utilization of water resource and the necessity of enhancing the management of water resource. All of this will establish foundation for continuation.2 Drawing lessons from the advanced experience of the sustainable utilization ofwater resource of abroad. Taking America, Japan and New Zealand for example, itanalyzes the present condition and the management system of the sustainableutilization of water resource of abroad, and then draws lessons from the advancedexperience of them. Based on this, it points out the counter plan that fit forcharacteristics of shan xi.3 Analyzation of the condition and the problem of the development and the use ofShaanxi water resource. Based on the basic condition of Shaanxi water resource, itanalyzes its disadvantage in the sustainable utilization. And then it points out theproblem of the development and the use of Shaanxi water resource.4 Measures of the realization of sustainable utilization of Shaanxi water resource.Based on the three parts above, it points out the measures from the thought method,the style of produce and life, the environmental protection developments and themanagement system of water resources.
