The Study Of Policy Innovation On Sustainable Utilization Of Tract In Urban Fringe

The urban fringe is the transation area from city to rural area and the directest and sensitive area during urbanizing.There are not only particularities but also problems when using it.Along with the prompt development of economy of our country,the inter-influence between city and rural area is becoming gradually intensive,which leads to an acute problem between the development and construction of the urban fringe ,so the research as to utilize the urban fringe tract is becoming the hot point.This paper based on the characters of the process of the which emerges in the continuous utilization and management of the tract uses the related theories of the New Policy Economics ,discuss how to address the confict and provides the evidence for the decision.According to related policies and some theories of New Policy Ecnomics,this article analyzes the problems and reasons which exists in the city tract policies and the necessity of the innovation of the policy in the process of sustainable utilization of the city urban tract and constructes the innovation of the tract policy and offers the fined projects.There are five parts as following:The first part is prologue.Offering the questions and purposes and meanings of the research ,summarizing the foreign reaserch trendency and give the methods as to research.The second part introduces the common theory of the policy and innovation of the policy,give the theoretical evidence for the innovation of the policy of the urban fringe.The third part is the innovation of policy and sustainable utilization of the urban fringe.Briefly discuss the basic concept of Urban Fringe and the implication ,main problems and the impediment of policy of sustainable utilization of the tract,eventually clarify the necessity of the sustainable utilization of the tract of Urban Fringe to the innovation of policy.The fourth part is ,as the example of RiZhao in ShanDong Province,analyze the characters of the utilization and management of the urban fringe of RiZhao and mainly analyze the management actuality and lacunae of the policy of DongGang district.The last part is the innovation of policy and refined layout and project for the utilization of the urban frinde of RiZhao.This is the crux of this paper.Put forward the...
