| Water is the support of human life and civilization, is the irreplaceable important resource, and also is the important material base of realizing sustainable development. With social and economic development, the city dimensions expandsion, the urban water environment quality deterioration, water ecosystem decline, the taste of human settlements environment are declined. City development brings the boom of the economy, but at the condition of economic prosperity, the inattention negative effects of the decline of the urban water environment quality will affect the sustainable development of the economic society .Therefore, analysis the problems of urban water resources systematically and finding the way to the sustainable development of urban water resource are significant for the sustainable development of the economic society. The paper takes Fuzhou city as an example, studies the sustainable utilization of urban water resources. Six parts are included in this paper, the major contents as follows:The first part is introduction. It introduces the significance of the research on the sustainable utilization of urban water resources in Fuzhou and the development of research in this field both at home and abroad.The second part is theory of the sustainable utilization of urban water resources. It introduces the theory about the sustainable utilization of urban water resources. It includes six parts: definition and characteristics of the urban water resource, the meaning of the sustainable utilization of urban water resources(the theory of sustainable development and composite water resources system), urban water circulating system, harm of water pollution for urban water use, the stages of urban water resources development and utilization. The theory of sustainable development is core, which can be seen throughout this paper.The third part is the evaluation of the sustainable utilization of urban water resources, it includes six parts: the significance of the evaluation of the sustainable utilization of urban water resources, the methods of evaluating indicator's structure, the methods of indicator data handling, the methods of the index weights determination ,the methods of the comprehensive assessment, the judgment of variational trend of the sustainable utilization, this part is ministrant for evaluation of the sustainable utilization of urban water resources in the fourth part.The fourth part is the sustainable utilization of urban water resources in Fuzhou,it also is key content in this paper. It includes.three parts: the situation of the utilization of urban water resources in Fuzhou, questionnaire survey of urban domestic water use, the evaluation of the sustainable utilization of urban water resources in Fuzhou. In the section of the urban water resources' utilization situation , finds that the proportion of agricultural irrigation water keeps on declining,the proportion of industrial water consumption and domestic water consumption keep on rising through the analysis of the variational water consumption structure. In the section of questionnaire survey of urban domestic water use, finds that the pirce of water is low, lack the behavior of domestic water saving,goverments lack the advertisement and report of water saving power ,citizens lack participation desires to the water management and so on. In the section of the evaluation of the sustainable utilization of urban water resources in Fuzhou,using the principle of the evaluation of the sustainable utilization of urban water resources and the methods of the comprehensive assessment, sets up indicator system of the evaluation of the sustainable utilization of urban water resources with the local actual situation in Fuzhou; using the fuzzy membership function for the non-dimensional to the indicator data;using the analytical hierarchy process for the weight of inditors through consulting the experts, and using the multi-index comprehensive assessment to evaluate the level of the sustainable utilization of urban water resources from 1998 to 2004 in Fuzhou, the result is the utilization of urban water resources in Fuzhou which belongs to the unhealth waving sustainable utilization,and finds the problems in the utilization that the amount of water resources per person declines year after year; the water pollution is serious, the capacity of sewage disposal is low, water is wasted seriously in city ,the administrative framework of water resource is separated.The fifth part is the countermeasure of the sustainable utilization of urban water resources in Fuzhou. According to the fourth part's research and analyses, bring forward the countermeasures of the sustainable utilization of urban water resources in Fuzhou which contains pushing the construct of water-saving society,strengthening water pollution control,setting up the Water Bureau in Fuzhou,constructing and perfecting the public participation mechanism of water resources,building interest urban waterfront space.The sixth part is conclusion, it introduces what work have been done, what achievements have been made and what are the shortcomings in this paper. |
