It clearly appears that performance appraisal is a very important fundermental task to human resource development and management.Performance appraisal measures and examines staff's work and work result in a systematic way.So the management can be prompt and precise in acquiring the information of staff's work,according to which it adjusts their salaries and decides their awards. In addition,performance appraisal can be an important indicator that helps the management decide staff's promotion,demotion or transfer,etc.However,an enterprise's performance appraisal is at the same time a sensitive and complicated issue that has direct relation to the immediate interests of the whole staff.If it is carried out in an improper way,it won not serve as an incentive.Instead,it is easy to result in negative effect.Therefore,Whether it is carried out successfully or not will directly afffect the enterprise's efficiency in production and incentive effect to its staff.After a survey of theories related to performance appraisal and recent developments in performance appraisal at home and abroad based on an extensive reading of the literature,this thesis proved the importance of performance appraisal to human resource management as well as the importance of staff to an enterprise,and the practical significance of conducting performance appraisal over all members of staff.As a case,and though analysis of enterprise's present situation and current problem as regards performance appraisal,and indicated the problem of performance appraisal indexes to managers and ordinary personnel and managers.it envisaged an arrangement of performance apppraisal system,that is,to design an objective-orientated performance appraisal system based on job analysis,then resolve the enterprise's objectives in a hierarchical way. To be specific,in the course of performance appraisal,to apply the approach of MBO(Management By Objectives),combined with KPI(Key Performance Index) to the construction of the enterprise's performance appraisal system,and inview of the actual operation state of each department in the enterprise,to resolve at department level, the strategic objectives of the enterprise has been set and eventually fulfiled down to every specific post and consummated all of the performance appraisal indexes to managers and ordinary personnel. Finally to decide the appraisal subject and the cycle designing.To guarantee the effective implementation of the enterprise's performance appraisal system,the thesis offered same secure measures and helpful suggestions in such results,plan designing for the next period and establishment of information of system, etc.
