No investment in innovation and the efficient use of resources and effectiveness of the analysis and evaluation. More and more foreign scholars turn their attention to private investment in technology innovation efficiency in the use of resources and effectiveness of the analysis and evaluation.It can be said that the study of evaluation on innovation Performance of the private Enterprises has the reasons as follows:1) the objective requirement for the further development of the national economy;2) private technology enterprises has their own characterized;3) for private technology enterprises' sustainable development needs.Although there has been some progress in research,it is still not deep enough, some eare even still blank, it appears manifestly in the following aspects :(1) the ability of technical innovation and growth elements of the system are pretty confusing, and even greater differences;(2) It is a time of concern and environmental factors in the technological innovation capability, But not including the evaluation system there was a lack of ability to change the future of technological innovation and business relations between the interaction with the external environment;(3) The Evaluation Index System have a lack of technological and innovative capabilities of the various components of the mechanism of interaction of factors, so that the practical evaluation process is very poor.Therefore, the establishment of indicators to meet these needs t and evaluation of new model is very necessary.
