How to strengthen the main competing and get the victory in the competition has been fixed on by more and more companies because of the more intensive competition while China's entrance to WTO. Among all the elements key to the development, HR plays the most important role. Every company has been concentrating on how to open out and set up the HR effectively , and develop the personnel potential. As a result, a series of new words ,such as"performance exam","performance management","strategy performance management",has taken the place of the traditional exploration method, and become a unique key of the modern HR management. However, because of being limited by the traditional mechanism, many companies even can't establish an effective performance system, nor performing, although they had tried a lot.Focusing on"performance management", and basing on the author's practice in job, many realm on performance management are expounded in this thesis ,such as points, founding method, performing, feedback, and result exerting. Also the solution to establish the staff's performance indexes has been set out, according to introducing personality models tendentious, which is based on the developing course from performance exam to performance management in XX province telecom company.The settlement on performance management, which comes from practicing in enterprise, and has been using and proved, has many reference values to the changing telecom enterprises and others.
