Study Of The Construction Of Comprehensive Capacity Of Grain Production In Shanxi

With the growth of population and development of society,the safety and productivity of grain was given much attention.Since entering the new century, China's grain output declined in successive years, and the gap between supply and demand widened. Food became the focus of attention of the Chinese government and people.A conference explicitly proposed that grain productivity must be protected and enhanced,so the comprehensive capacity of grain production was attached great importance.Therefore how to strengthen the food production and construct the long-term mechanism to prompt the grain stabilization became pressing and major issues.Grain ,as the important crop in shanxi province,constituted the main resource of peasants,income.The conflict between supply and demand became prominent in recent years in Shanxi.Therefore, strengthening the grain production was both a major issue confronted with the present time, as well as a long-term and arduous task because of its significance for guarantying the safety of grain production,and increasing the income of peasants.This paper,employed many kinds of research means such as material induction, statistical comparison, analysis of typical cases,absorbed and induced the latest research results on the comprehensive grain production, deciphered the connotation, essence,law of development and appraisal system of comprehensive capacity of grain production, analyzed the situation and significance in this aspect in shanxi province.On the basis of above analysis,this paper studied the present condition,hindrances,and put forward thought lines,political systems and measures.The results included following contents.Grain production in shanxi province featured low level, fluctuation ,total quantity insufficiency, prominent conflict between supply and demand.Particularly,in recent years,the production declined due to the reduction of arable land,transformation of structures,natural disasters in which drought dominated.So the situation could not afford the luxury of being optimistic,and every effort should be made to intensify the grain production .shanxi had poor site conditions for agricultural production. Several factors such as water resources,farmland,technology,investment,labor,and natural disasters constrained the grain production capacity, among which water resources was the chief factor,followed by farmland resources. The inherent disadvantage of arable land and water resources rendered the food production difficult and arduous.The improvement centered around the yield per hectare.While raising grain production capacity in Shanxi was restricted by many factors, there were also its unique advantages and great potential for further development. Relatively abundant land resources,readily available solar and thermal energy, advantages of coarse cereals and corn production, and advanced technology of dry land agriculture,all those have created favorable conditions for the future development of food production in Shanxi province.At present and for some time in future the idea of comprehensive grain production in Shanxi was as follows.According to the thought of market-oriented operations,with the guidance of the scientific concept of development,and the improvement of the utilization rate of resources and activation of the positive factors on various sides as top priorities, the initiative of farmers to grow grain and all levels of government to stress on agriculture should be fully mobilized, and efforts taken to increase investment to strengthen agricultural infrastructure construction, and step up the transformation of middle and low-yielding fields to improve the yield per hectare.The goal that comprehensive grain production capacity would reach more than 10 billion kilograms by the end of the "11th Five-Year Plan" and 11billon kilograms by 2020 year should be achieved.The future should focus on the following measures.Firstly,protect farmland strictly, and implement the system of basic farmland protection responsibility conscientiously, and protect the designated farmland.Secondly,Optimize the structure of the grain growing. According to the different geographical,climate,soil,water resources and other ecological environment, three crops including wheat, corn and coarse cereals should be priorities to further optimize the quality, variety and regional distribution. Thirdly,transform the middle-and low-yield farmland,and improve the infrastructure,agricultural production condition and ecological environment, and make great efforts to improve the level of unit yield.Fourthly,promote advanced and practical technology, and diffuse stereoscopic cultivation,dry land Water-saving technology, and improve training of farmers to ensure that every peasant household could access to the technology.Fifthly,develop dry farming vigorously,and improve the utilization of precipitation resources and fertilizers,the level of mechanization and industrialization significantly through research and technological innovation.Sixthly,deepen the reform of grain circulation system further, improve the market system and investments,explore long-term mechanism of direct subsidies to farmers actively,implement the responsibility system of the administrative chief, and create a good atmosphere of highlighting production of grains genuinely in the whole society.In addition,the paper discussed issues related to grain productivity,proposed must strengthen the strategic research of grain safety in Shanxi province,established perfect warning system,and guaranteed reasonable grain price and farmer's production benefit.New ideas should contain the big grain concept,and combination the structure adjustment and improvement of farmer,income.In the impoverished area of Shanxi, the improvement of farmer,income should parallel the development of grain productivity.At the same time,the effect of policy was not allowed to neglect and needed to do thorough research.
