With the improvement of the socio-economic development level, urban stream of people and logistic exchanges became more frequent, the city motor vehicle increased rapidly, which brought the negative impact such as traffic congestion and environmental pollution, resulted in a major issue which troubled urban development and human survival. The development of urban rail had made a prominent role in resolving traffic congestion, increasing traffic capacity, improving the environment quality, adjusting industrial layout and pulling a sustained socio-economic development. Among these, the subway stands out as it holds many advantages,it has mature metro technologies, advantages of large capacity, small size, efficient, punctual and environmental friendly, which is the first choice for many big cities to solve the traffic congestion problem. However, such project owns a long construction period, large investment and covers a wide field, the effect of its implementation impacts a lot on the socio-economic of the city and even the country. Based on the need of sustainable development, it is necessary to make post evaluation about the socio-economic impacts made by such construction projects.The paper selected the opened subway Line 3 in Tianjin for study. Firstly, the basic concept of the subway was defined; secondly, related theories were elaborated, then analyzed and summarized the relevant research status at home and abroad, then guided by the principles to structure index system and relied on the ideas from the similar project, combined with the practical consideration of the project, analyzed and described index of the project to build the index system in this paper; compared and preferred the post-evaluation methods and proposed multi-level fuzzy comprehensive evaluation method to suit this project and then built the evaluation model. Ultimately, got the result of socio-economic impact post evaluation about Tianjin subway construction project is “good”, the project is running well.This evaluation not only verified the important socio-economic impact brought by the operation of the subway project, but also inspected the reliability of the multi-level fuzzy comprehensive evaluation method. Results of this study may provide theoretical and methodological reference for later related research.
