Actually, the industrial characteristic of the labor structure is a direct reflection of the dynamic correlation of labor structure and industry structure.Firstly, in basis of the thesis of labor structure and industry structure, the paper uses the data of total employment and GDP of the three industries (1978-2005) to analyze the industrial characteristic of the labor structure of shanghai with three index (includes employment elasticity> industry deviation and comparative productivity).Secondly, the paper uses time series to forecast total employment and GDP of the three industries of shanghai, and then analyze the future industrial characteristic of labor structure (2006-2010), similarly with three index - employment elasticity, industry deviation and comparative productivity. The analysis result show that, the comparative productivity of primary industry of shanghai and complementation of secondary industry and tertiary industry must be enhanced.In the finality, the paper brings forward some feasible policies about the two problems: how to enhance the productivity of primary industry and how to further advance the correlation between secondary industry and tertiary industry.
