Taking the Land Purchasing and Reserving in Xiangcheng County of Zhangzhou as an example, the article introduces a serial of different methods, such as systemic analysis, comparative analysis, integration of theory with practice, static state analysis combined with dynamic analysis, data citing and so on. On the basis of fully analyzing the present situation of land purchase and reserve, the author summarizes that Zhangzhou has achieved many practical effects since the implementation of land purchasing and reserving system. These effects include regularizing land market of the city and enhancing regulation of the government, increasing government financial return and preventing the drain of state-owned land property, activating vacant land assets by replacing and grafting, activating state-owned assets by combining reserves and management, as well as steadily pushing the acquisition and relocation to guarantee city construction in good progress.Due to the defective policy of the land purchase and reserve in Zhangzhou and the lower economic standard, there are a serial of problems, such as single financing channel, insufficient preparation of preliminary work and low capital punctuality in land transfer, illogicality of land yield allocation, continuously increase of land-value and so on. Depending on the real situation of Zhangzhou and based on the successful experience of other cities, the author puts forward several methods as follows in order to improve the land purchase and reserve policy, including further regularization of land purchase and reserve procedure, careful execution of statutes and strict standardization of bid and auction, increase of financing and land capital operative regularization, preliminary land development with plan to enhance land value, accurate market prediction and establishment of land supply and reserves plan, strengthen the land-value management for a reasonable price, training a group of professionals with state-of-the-art service, reinforce construction of unspotted government and eradicate corruption by building a supervision mechanism, increasing the compensation for the confiscated land to avoid the decline of peasants' living standard and settling the problems of the peasants losing land in view of the successful experience of Xiamen.
