| Since the middle of 1980s, our country, district, and city have launched massivepoverty-strike fund into Mashan County, which has dominantly implemented manyprojects, such as rural infrastructure construction, energy construction, agriculturalindustry development etc., and has gradually improved Mashan County's povertycondition. Whereas, county-wide impoverished population proportion is still rathersignificant, and the conflict between farmer's revenue and expenditure contradictory isprominent. Along with social progress, it is difficult to satisfy the masses' individualdemand only with the government-dominated poverty-strike pattern. Based on thissituation, study on Mashan County "village-dominated" poverty-strike developmentpattern is to find and perfect a pattern available to connect with the national poverty-strikepolicy, guarantee poverty-strike fund to every household, and tries to unceasinglyimprove villagers' comprehensive ability through industrial guidance method, thengradually realizes the countryside, farmer's independent management and independentdevelopment. In "village-dominated" poverty-strike development pattern, it takes"village" as research object, "household" as research aim, to achieve the nationalpoverty-strike unification in macro and microscopic perspectives, and effective solve thefund problem existing in government-dominated pattern, low fund aiming rate problemas well as farmer passive attitude, and so on; Through government's fund investment,it can fully protect farmer's right in the project implementation process, focus on guidingthe farmers to participate in fund supervision, project application, project evaluationand regulation-establishment work, which effectively perfects farmer's organization andsupervision ability, fully explores populace's potential, and initially realizes the goalsolving the masses' problems with their own ability.Based on current situation of the traditional government-dominated poverty-strikedevelopment pattern in Long Yin Village, Mashan County and "village-dominated" newpoverty-strike development pattern applied in Long Yin Village, Long He Village since2003, this paper makes the pertinence research by questionnaire survey, interview,observation summary method and comparative analysis, and proposes the specificcountermeasure to perfect this pattern. Moreover, it presents some particular procedureand methods to improve the shortcomings of top-down running way in"government-dominated" poverty-strike development pattern. Finally, in view of bigobject's difficulties in organization, aim-tracing, system-operating, etc. it specifies thepoverty-strike object to village, which strengthens the research conclusion pertinenceand applicability. |
