During China's fast economic growth and rapid urbanization, there is significant correlation between rural & urban population migration and land use change. This paper, which takes the double occupation of rural-urban land of China as its object, analyzed the significant correlational two's coordination.Firstly this paper introduced the general situation of urbanization and rural & urban land use change in China by making use of population statistical data, special land census data and other survey data. Based on the above-mentioned data of 31 provinces, the new index of urbanization harmony degree between population migration and land use change was subject to correlation analysis and clustering analysis by defining it. Meanwhile the study of the new index was subject to spatial autocorrelation analysis.Secondly, the research on analysis of mechanism of double occupation of rural-urban land drew four conclusions from perspectives of related theories, that the collective ownership of rural land confuses peasants' opportunity loss cost, land has become a special tool of rural & urban migration's resisting unemployment risk, income gaps between rural and urban residents are the direct cause while rural & urban social, cultural, and psychological factors are crucial, institutional constraints make it happen and continuously emerge.Finally based on the study on the situation and mechanism, the paper proposed new thought on a policy mix which give peasant free choice between urban welfare and farmland property rights. This policy mix designed 'threshold' ,'leverage', and financial mode from the perspective of game theory. Through remark and discussion, a proposal was made that China's institutional reform should transfer progressively and stably considering the adjustment of interest distribution pattern.
