Small and medium-sized enterprises play an important role in national economy. The healthy development of small and medium-sized enterprises not only meets the requirements of China's "11th Five-Year" Plan but also is a necessary requirement for maintaining the sustained and rapid development of national economy and social stability, expanding employment, and improving the socialist market economic system.Human resource is one of the most important resources in enterprises. Enterprises can form the core competencies and competitive advantages by human resource management. The human resource management of China's small and medium-sized enterprises is still in the initial stage of exploration, and there are many serious problems, which have become obstacles for the healthy development of small and medium-sized enterprises, thus hindering the progress of the enterprises. Therefore, the study of countermeasures of human resource management is of practical significance.The paper is a study of human resource management of Jilin province. The paper outlines the connotation and related theory of human resource management, stresses the important strategic position for human resource management to obtain a competitive advantage. The paper also learns from the features of the human resource management of United States and Japan. The paper analyzes the current situation of small and medium-sized enterprises of Jilin province and the corresponding problems. On this basis, the paper makes an investigation on the human resource planning, employing, training, incentives and performance management by an empirical study, analyzes the problems and the cause and proposes the problem-solving measures and advice.The study result of the paper is to provide the evidence for the government departments at all levels to make policies and measures to develop small and medium-sized enterprises. And the paper also makes small and medium-sized enterprises recognize their own problems and improves the human resource management. The characteristics of the paper lie in combining the method of theoretical and empirical analysis, quantitative and qualitative analysis. The core part is the empirical analysis of human resource management of small and medium-sized enterprises and the problem-solving measures.
