Since the reform and open policy, the economy of our country has got very fastand rapid development; the number of enterprises increased rapidly, especially smalland medium-sized enterprises (SMEs). SMEs have lower cost, flexible operationsystem, faster operation speed, so they develop fast which become the main strengthto promote social and economy development in many provinces and cities (includeJiangxi province). The enterprise competition mainly reflects in talent competition. Inorder to get the sustained and rapid development, the SMEs in Jiangxi must activelydevelop enterprise human resources and mine their potentials.However, through the on-the-spot investigation and questionnaire survey to thehuman resources management status of the private SMEs in Jiangxi province, theauthor finds that the current private SMEs in Jiangxi province have many problems inthe human resource management, which are not conducive to the further developmentof the enterprises. First of all, most of the private SMEs in Jiangxi are offamily-owned business management mode, no standard mechanism of choosing andemploying persons. The position of human resource management department in manyprivate SMEs is quite low, which causes inefficient human resources and affects theoverall efficiency and development of enterprises. Second, Jiangxi private SMEsgenerally lack sufficient staff training and development. Third, the performancemanagement and appraisal mechanism is not reasonable because there is not aevaluation and judge standard of employee’s work actual effect and long-termemployees performance appraisal. Fourth, the employee compensation mechanism isnot reasonable and the staff welfare system is not perfectThe human resources management defects of private SMEs in Jiangxi provincehave seriously constrained the further development of the enterprises. So they shouldactively use the related theories and technology of human resource management,combining with the actual situation of Jiangxi, analyze the reason for human resourcemanagement problems from three aspects of social factor, enterprise factor andemployee factor, and implement the following countermeasures: First, transform theenterprise management mode from family rule to modern institution and set upscientific human resources development strategy plan. Second, strengthen the humanresources training and development of the enterprises. Third, improve the level of performance management. Fourth, establish a scientific human resource salaryincentive mechanism.Finally, the theses takes Nanchang D company for a case to examine the abovementioned methods, and provides a certain reference for the construction of humanresources management of the private SMEs in Jiangxi province.
