A Study On Water Resources Price Of Ecological Services Value

Integrity of the water price is all cost in the course of water resources social cycle,which is constituted by three components, that the price of water resources, the price of engineering water and the price of environmental water. Price of the engineering water is the marginal cost of water production, which is the costs of the water production and property income and is easy to calculate. Environmental water price has to pay of environmental costs in order to acquire the wastewater environmental capacity. It can be calculated by the opportunity cost of wastewater treatment, which is the cost of wastewater treatment and property income. The price of water resources need to be adjust and change constantly because of it is influenced by many factor, for instance, supply water quantity, water losses etc. the calculation of water resources price is more difficult, involved to no goods prices or its price is no apparent usually, such as groundwater overexploitation, the demands of ecological water reducing, etc. The charge of the water resources is symbolic usually and does not reflect the scarcity of water resources and its value in our country.This article is a study on the price of the water resource in Urumqi, China. The study regards that the prices of water resource can be calculated by counting the loss in value of water ecological service function. This value of loss is because the using water of the Human Being (industry, agriculture and resident living water) impairs the natural ecological environment. The study finds a new ways and means of the calculating water resource price, which is match to the water price reform direction of the sustainable development. Preliminary the results of study: 2004, in Urumqi, total of water resource is 10.59×108m3; economic social using water 8.17×108m3; the demand water of the ecological environment 5.01×108m3;lack of water volume 2.59×108m3. In Urumqi, the minimum water value of the ecological services is 120.123 billion Yuan. The loss is 62.1 billion Yuan. According to proportion of residents living water, the price of water resources of the Urumqi City residents living water should be 7.60 Yuan. The cost of water engineering and wastewater treatment is 2.20 Yuan. Urumqi residents living water price should be 9.80 Yuan pre m3. Analyzing price affordability of Urumqi City residents: according to water expenditures index 3%, the affordable water price is 10.40 Yuan pre m3. The water price based on ecological service value for Urumqi urban residents is able to afford. Current Urumqi residents living water price is 2.10 Yuan pre m3, which is very low expenditure level. In the future, the scarcity of water resources will become increasingly serious. The growth of water price is an inevitable trend. Therefore, Urumqi City residents living water price will maintain a high growth rate in period of time. It is necessary to maintain sustainable economic development and to protect of the ecological environment.
