Study On The Opening Policy For Enhancing Independent Innovation In Chongqing

The past theories and practices have shown that innovation motivate the development of a country's economy and science and technology, while the innovation polices of the government, as one form of the country's development strategies, have deep influence, directly or indirectly, on the essential factors and links of the innovation. Although it is a microeconomic action, the independent innovation, as the link between technologies and economy, has been approved by many governments because of its important effect on the development of a country's economy and society. Thus, the independent innovation is one of the important targets of the government policies. As one of the important components of a country's innovation policies, the influence of the open policy on independent innovation is attracting increasing attention of governments and enterprises. Many undeveloped areas with weak industry and poor innovation environment like Chongqing have put the importing, absorbing and re-innovating of the independent innovations into their development strategies. Therefore, it is extremely urgent for Chongqing to study the function mechanism and effects of the open policy on the independent innovation and to make the corresponding technological and economic policies.This thesis first defines the contents of the open policy involved and the aspects of the independent innovation which are directly under the influence of the open policy. After that, based on the previous theories and studies, the author of the thesis makes a qualitative analysis of the correlation between the open policy and the independent innovation and finds out the function mechanism of the open policy on the independent innovation. By deduction from the function mechanism, the author continues to analyze the theoretical basis of the developed countries'using open policies to promote innovation. By comparing the open policy and independent innovation ability of Chongqing and other areas and combining the investigation results of the present open policy and independent innovation ability of Chongqing, the thesis analyzes the reasons why the policy of Chongqong hinders the development of its innovation and the main problems the enterprises face. Then, it expounds what the government and the enterprises should pay attention to respectively in order to promote innovation---their common aim. At last, the corresponding countermeasures and suggestions are put forward according to the problems found before.
