From the visual angle of public human resource management, this text combines human resource management, management psychology, organizational behavior theory to research the current situations of management Enterprise employee's participative management. Use such methods as the analysis of documents, structured specific interview, open questionnaire investigation, closed questionnaire investigation etc, based on positive research to staff's consciousness, degree of satisfaction, characteristics of needs, characteristics of staff's negative reaction of frustration, influencing factor on management by participation and appraisal to corresponding measures etc, put forward the corresponding countermeasures on management by participationThe results of positive research show:①The enterprise employee has certain mental consciousness of participative management, still enterprise ought to tighten up the management further, lifting employee democratic management mental consciousness.②Overall degree of satisfaction Enterprise employee's management by participation is in a sort level.③Requirement need contents of enterprise employee's participative management are divided as three dimensionality named individual benefit affairs, branch affairs, enterprise development affairs. By analyzing the need contents of the enterprise employee's participative management, the conclusion is that the need of individual benefit affairs are rank firstly, and the need of enterprise development affairs are arranged on final.④The enterprise employee's inactive reaction on participation frustration are the enthusiasm being low-spirited, working comes down, belongs to feeling lessening and other characteristic.⑤Enterprise employee participative management behavior is affected by four factors, it admits degree is successively from high to low: leader, participative rules and regulation, organizational guarantee and employee.⑥It is participative incentive measures that the most valued by the staff are the setting up of leader's democratic management and the building up of enterprise participative systems.⑦Employee with male and female,young and middle-old age, education , manager and general personnel, state-owned and private enterprise appraise difference in consciousness management by participation, degree of satisfaction, need's contents, staff's negative reaction of frustration, influencing factor on management by participation and appraisal to corresponding measures.
