The input for research staff and R&D is numerous while the outcome is not satisfactory, which is partly owing to the absence of effective research outcome evaluation mechanism. Since the research activities are systematic and involve division of labor and cooperation, the evaluation of the team is of more significance than that of individuals. And the establishment of a research team evaluation system is very important for improving efficiency as well as management capacity.This dissertation adopts DEA in the evaluation of team performance. With the number of research staff, fund expenditures and equipments value as the input index and the number of outcome, benefit and talent cultivation as output, this method will review the effectiveness of scientific activities every three years.This performance evaluation system analyzes the roles and cases, and is oriented towards projects and outcome management. Through project application, project execution management, outcome application, outcome registration, outcome industrialization, statistics and report forms management, etc, this system makes satisfactory evaluation of the research team.This paper adopts data of some research teams of ZAAS, and makes evaluation by means of currently used methodology and DEA respectively. The result shows that DEA is better in terms of enhance resources utilization ratio. At the end of the dissertation, the author points out the deficiency of current management mechanism, and the necessity of strengthening the reeducation of the in-service employees.
