Since China embarked on the path of reform and opening-up, external investments have revealed a continuing and powerful increase. However, those direct investments in China that concentrates along the coastland special economic zones are not distributed equally. In recent years, with the successive policies ranging from the western development drive to revitalization on the northeast industrial region as well as the strategy targeting at the growing up of central region, foreign investments are still highly concentrated in the eastern coast areas, where we see the tendency of transition from east to some areas in the middle of the country, but mainly from southern coastal areas to the Yangtze river one. After China's enter to WTO, a new trend of direct investment toward north has shown up, i.e. gradually from south coast based on the Zhujiang River delta to the middle part which is centralized by the Yangtze River delta and Bohai-rim zones, as well as to the north coast areas. Thus, we should improve the investment environment of those promising provinces (e.g. Liaoning and Shandong) that are in the second level of investment environment, for the act of attracting foreign investment actively will greatly spur the local economic increase.The investment environment for any state or region is restrained by some developmental point, and the environment condition at a given time is determined by the practical condition of productivity, the policies carried out and the demands of the investors during such specific time. In other words, a state or region has to change and improve the environment of investment without any stop according to the special demands of every time period. But we should also be aware of the problems in the gross investment environment in these areas which have lots of space for enhancement. This dissertation, using Analytic Hierarchy Process (AHP), compares and analyzes the Liaoning, Shandong with other coastal provinces and cities that are going ahead in development, thus the method of improving the relatively inferior position of those coast economic zones is offered.This demonstrative dissertation is a researchful one, which can be divided into five parts. The first part is the prologue in which the background and the status quo of research in and out of China are introduced, and the content of research, the significance and way of thinking are also brought forward. The second part shows the fundamentals and evaluation method of investment environment. This part gives a generally theoretical discussion on the research of investment environment from the angles of international trade, economy layout and the theory of international investment, and it systematically discusses the concept of investment environment, classification and measures of evaluation, in order to comprehend investment environment thoroughly. In the third part, the investment environments in cities of coastal areas are compared and analyzed. In this part, the dissertation introduces the recent years'trend of transition of foreign investment in coast economic zones from east toward middle and north, as well as the status quo of investment environment of inshore provinces and cities, then it put forwards the necessity of improving the investment environment of north inshore areas that have the second level ones, and impelling the gross development of coast economic zones, and then an evaluation system of index on investment environment is built which is then used to compare and analyze the index of the inshore provinces and cities in economic zones. The fourth part is the analysis on reasons of the superiority and inferiority of investment environment in coastal areas. At first, it adopts the Analytic Hierarchy Process (AHP) and Standardization Model of Data to compare and analyze the investment environment of nine coastal provinces and cities in China that rank high in the list of using foreign capitals, finding out the advantage and weakness of the investment environment in the coast economic zones as well as analyzing the causes. The fifth part is the countermeasure of improving the investment environment in the zones. Primarily according to the analytical results of the third and the fourth parts, this part brings forward the measures of improving the gross investment environment in the first place, and then it gives the measures and advice on how to improve the investment environment in Liaoning on the basis of the experience of Shandong's booming in investment development in recent years.
