Housing is not only one of the most intimate factors to people's life, but also an important problem to economy and society development, because it infects and impacts so much on the reform and the modernization of our country.50 years before, Premier Enlai Zhou pointed out directly that it's not reasonable of the rent policy and the management system of the town housing, and we need to increase the rent properly. Then, Since Deng Xiaoping put forward the idea of housing reform in 1978, town housing has been becoming more and more commercial and important to the economic development. At present, the commodity property of the town housing is becoming more and more distinctive, and its position in the economic is also becoming more and more important. We see that the people's life and living condition is getting better and better, the average living area has grow up from 3.6 to nearly 25 Square meters. But while seeing the high-building stand up one by one, we also see that the price of house is growing up accordingly, and the housing burden of the people is growing up too, the poor can't afford any house. So, how to evaluate this reform? The result it brings to us is lucky or heavier burden? And where should this reform to go? All these questions are need to be answered rationally.On this background, begin from the content and the aim of the reform, I made an evaluation of this reform from both the macro and micro side by both the quantitative and qualitative ways from the society burden. To the burden of the micro side, I evaluate it mainly from the investment and distribution system by the Qualitative analysis. On seeing the achievements of it, I also put out that there are some unreasonable points in the policy, and the execution of it are not very ideal either. On seeing the important status of the housing insurance system to the middle and the low in the town, I make an analysis of the housing insurance system too. The research confirmed the positive role of the policy, and also point out that they cause some negative influences because of not being executed properly, Such as the unfair in the citizens. Then, I make an analysis of the citizen's burden on housing form the average price of the house, the average cost rent of housing, the rent of housing cost in the incomes, the average area of living, and the housing quality. After all the research and a study of the influence of the reform to the economy and especially to the real estate, I get the answer that this reform do did much help to our country's economy ,and the people's living condition do improved a lot, but their burden of housing is a little heaver too.After all the research of the reform, and by learning from the developed countries, especially by connecting to the two conference in 2007, I proposed 6 advices as follows:1,consumate the support frame of housing; 2, restrain the fast growing price by Strengthening supervision and control of the price, and by developing the collect money housing properly; 3, Let the government to invest the insurance housing directly; 4, Set the personal credit system and housing archives to carry forward the currency subsidization of housing; 5, Set the system of gaps proportion drawing provident fund; 6,Set the dynamic adjustment system of housing insurance.
