Based On The Analytic Hierarchy Process The Effectiveness Of Urban Housing System Reform In Hebei Province

Housing has two attributes including guarantee and commodity and its suppliers include market and government.Housing consumption satisfaction mainly depends on housing system.This article studies urban housing system reform and its effect in Hebei province.Evolvement rule of urban housing system in Hebei province is as follows: theory preparation and exploration stage before 1998;reform deepening stage under combined influence of government and market during 1998-2006;establishing guarantee system stage under separate influence of government and market during 2007-2010;strengthening macro-control stage when government works to strengthen macro control during 2011-2015.Through the rule,it is found that the housing system reform presents a co-existing situation of social effect and economic effect with social effect being housing enjoyment and housing affordability and economic effect being market contribution and industry contribution.Besides,different stages present different problems: deepening reform stage includes crowded living space and conditions and bad housing enjoyment;establishing guarantee system stage involves deficient supply structure,backward guarantee and so on;strengthening macro-control stage includes supply and demand imbalance,low housing enjoyment and high housing endurance index.To further measure the social effect and economic effect of housing system reform in Hebei province,this paper uses analytic hierarchy process to construct effect evaluation model,it uses mean value to represent index value of every stage and use comprehensive weighted sum method to measure the comprehensive effect of reform.The result is that the housing system reform presents two major characteristics: first,effect level of various periods is gradually improved and overall reform effect is obvious;second,social and economic performance of various periods can reach the best level simultaneously and advance coordinatively.In order to promote the social effect,the government construct dual housing guarantee system and adopt a policy of “both for selling and for renting” for indemnificatory housing;and promote supporting constructions,realize benign complementation of housing resources,relieve residents endurance and increase enjoyment.Regulating economic effect,the government strengthen supervision and control of real estate market,promote housing price to deline stably and make housing industry to contribute to market and industry while conforming to market rules.
