The urbanization is a path to modernization,and it is also an important way of eradicating the dual structure between city and countryside. But with the urbanization’s fast advancement, many towns fall into a difficult position that the power and responsibility do not match, the traditional management system and the original administration authority of the town has been unable to meet the need of the economic and social development, the social management and the service function of the town is unable to be realized. In order to change this situation, many counties devoluted administrative powers to their developed towns since 2000. This reform was fully affirmed by CPC’s third plenary session of 17 th conference and introduced to other 13 provinces by the SCOPSR.Based on the background of urbanization, we chose three towns in Guangdong, Zhejiang and Shandong provinces which were devoluted administrative powers from the counties as the cases. By the way of combining the quantitative and the qualitative investigation we analyse the basics, the content and the performance of these reforming towns. Through the analysis we can find the root of the problems and then try to solve them.The paper includes five chapters. The first chapter is Introduction. This part reviews relevant theories and proposes analysis framework, basic concepts and research methods. The second chapter explains the background of strengthening power of town. This part discusses relationship between economic, social changes and town system reforms in order to reveal the time significance of strengthening power of town. The key point is to reveal contradiction between urbanization and current town system especially the relationship pattern between county and town. The third chapter investigates the main practice of Guangdong, Zhejiang and Shandong’s reform of strengthening power of town. The forth chapter gives performance reviews of these towns according to the investigations. The fifth chapter is conclusion and discussion. In this part, we try to investigate the ties between urbanization and the reconstructed relationship between county and township, the expansion of the power and the development of towns, power expansion and restraint.
