Research On The Long Mechanism Of Technical Cooperation Between JiLin Province And Russian

During a long time, technology always is a key factor for developing countries and aero about developing economic and enhancing power. So it means that the basic question for developing countries is how to speed up the international technological progress and make technology better. The developed countries is the leader in high technology field ,so they strengthen the protection of intellectual property right in order to maintain their monopoly position and obtain much profit ,and furthermore they restrict the importation of high technology in developing countries and aero in the name of intellectual property right protection .Even though some developing countries get technologies from them, the technologies have been mature and out of style, it is very difficult for developing countries getting much profit through the technology. On the other hand, it needs much capital and talent for R&D ,so developing countries and aero can not proceed it by themselves ,because of lacking of capital and other factors .International competitive pressure becoming bigger ,developing countries and aero should take advantage of their comparable merits for technological cooperation and communicating .it is meaningful for breaking up technological monopoly and promoting technological progress and economic development. Both China and Russian are developing country, there is a big distance between them and developed country about economic level and technological level ,they have to develop and promote technology in order to get further development ,so they hope obtain the high technologies eagerly very much. On the other hand, they can complement each other due to different economic level, so it is possible that China and Korea can proceed technological cooperation and it is important for strengthening the technological cooperation in order to develop economic and since China and Russian built diplomatic relationship , they had gotten some achievements for technological cooperation between them ,and meantime explored a healthy and steady way for cooperationThis paper is divided into five chapters :The first chapter is devoted to this issue that the legislative basis for stating , the innovations and the main content analysis and the development situation at home and abroad.The second chapter describes the technical cooperation and the basic content of the theory, the analysis of the factors on the technical cooperation.
