Study On Anti-poverty Of Countryside Of Hei Longjiang Province

Poverty is to limit the economic and social obstacles to development, and poverty studies are an effective weapon to combat poverty. China's rural poverty in the most prominent, and Heilongjiang Province as a major agricultural province, has serious problem of rural poverty. Heilongjiang provincial government issued the<Rural Poverty Alleviation and Development Program of Heilongjiang Province (2001-2010)> to reduce poverty; the government deployed the anti-poverty work in rural areas in detail, and had achieved some success. In this context, to studied anti-poverty in Heilongjiang, with the use of methods of poverty assessment, to enrich the theoretical, summed up the experience and lessons, and optimized their anti-poverty system in practice.This paper used systems analysis, fieldwork methods, quantitative analysis of rural poverty and poverty in Heilongjiang Province to study the status, and by reading the literature, combined with experience in domestic, international anti-poverty, anti-poverty work in rural areas of Heilongjiang Province, to evaluate and proposed optimal strategies.This paper through the poverty status, characteristics and the genetic analysis of Heilongjiang Province, this paper states the contents of its anti-poverty work and the results, summarizes the issue of anti-poverty work. Based on the actual, it puts forward practical measures. This paper is divided into five chapters; the main contents of each chapter are as follows:Chapter One: introduction. It states the purpose and significance of the research on rural poverty and anti-poverty, summarizes the domestic poverty and anti-poverty research and the research content and method in this paper.Chapter Two: the analysis of rural poverty in Heilongjiang Province. This paper underlines the distribution of rural poverty income and consumption, poverty status of rural development in Heilongjiang Province, summarizes the characteristics of rural poverty in Heilongjiang Province: the severity in Poverty County , the concentration of poverty population , and the remission of poverty and analyses the causes of rural poverty in Heilongjiang Province from the aspects of environment, resources, income distribution and the quality of labor.Chapter Three: it analyzes the development of poverty in rural areas of Heilongjiang Province. This chapter states the main measures in the work of the Poverty Relief"Hamlet Advancement""Dew Plan"and"Poverty elimination by industry"and the strengthen pro-poor financial management. It summarizes the achievement in various stages of anti-poverty development since the reform and opening up in Heilongjiang Province. It also proposes the problems, such as the weakness in the monitoring of the anti-poverty in Heilongjiang Province, and the problem of the underdevelopment and subject single in"Poverty elimination by industry".Chapter Four: Suggestions to the poverty in rural areas of Heilongjiang Province. According to the above study, this chapter proposes the suggestions including: putting emphasis on rural poverty monitoring statistics on rural poverty issues, ensuring the authenticity and timeliness of data, poverty alleviation, to improve the efficiency of poverty alleviation, strengthening the role of leading enterprises to achieve the " Poverty elimination by industry " , the combination of various anti-poverty model and avoid alleviated- poverty farmers back into poverty .Chapter Five: the conclusion. Based on the analysis of this paper, it accesses to the research findings.This paper applies systematic analysis on rural poverty and anti-poverty by interdisciplinary analysis; by use of literature combined with field survey methods, on one hand, including the true level of poverty in rural poverty and, on the other hand, learning experiences at home and abroad. It makes recommendations to improve the anti-poverty system in Heilongjiang Province, using qualitative and quantitative methods of analysis, synthetically and objectively reflects the actual level of poverty in rural areas of Heilongjiang Province and its problems.
