Research On The Evaluation Index System And Evaluation Method Of Innovative City

After Chairman Hu said that we would be an innovative country in 2020 in the national science and technology congress, many cities in our country conceived of constructing innovative city and started the practice of constructing innovative city. However, the theoretical study on innovative city cannot satisfy the practice of constructing innovative city. Therefore, this article conducted the theoretical study on the connotation, the construction elements, the development model and the evaluation index system of innovative city. It conducted the evaluation method study on innovative city through the quantitative and qualitative analyses. Finally, it conducted the empirical study on the practice of constructing innovative city in Wuhan.The research on innovative city in this article was divided into four parts. In the first part, it analyzed the practice of constructing innovative city of ten cities which are from our country and foreign countries. It defined innovative city. Taking innovation culture and innovation system as the foundation, institutional renovation as the premise, innovation of science and technology as the impetus, industrial innovation as the core, innovative city uses innovation to adjust economic structure, transform economic growth pattern and enhance overall competitiveness eventually. It pointed out five construction elements of innovative city. They are institutional renovation, innovation of science and technology, industrial innovation, innovation system and innovation culture. It found out three development models of innovative city. They are government leading model, market leading model and mixed model.In the second part, it used the method of city innovation index to construct the first evaluation index system. It contained 18 evaluation indexes, and divided them into 4 parts: evaluation indexes of knowledge innovation ability, technology innovation ability, institutional renovation ability and innovation environment. Later, it used induction to the practice of constructing innovative city to summarize the second evaluation index system of innovative city. The second evaluation index system contained 6 indexes. They are foreign-technology dependence, economic growth contribution rate of technological progress, the proportion of research and development investment of the entire society to GDP, the proportion of invention patents permitted to all the patents permitted, the proportion of the output value of hi-tech industry to the output value of industry, and the proportion of the research and development investment of companies to the research and development investment of the entire society.In the third part, it used synthetic evaluation model of weighting arithmetic mean to create the synthetic evaluation model of innovative city: Z=0.23Y₁+0.21Y₂+0.17Y₃+0.15Y₄+0.13Y₅+0.11Y₆. It divided the growth of innovative city into 4 stages: when 01.2, it's in the advanced stage.In the last part, it conducted the empirical study on the practices of constructing innovative city in Wuhan. It first introduced the practices of constructing innovative city in Wuhan. Then it conducted the synthetic evaluation to Wuhan, and found out that Wuhan was in the preliminary stage of innovative city. At last, it gave some advices to Wuhan's innovative city construction.
