YaLian Chem Co., Ltd is the core of Coal-chem industry in YaLian Group. The first-phase of YaLian Group was put into production in 1985,and through the development during the 20 years, it has made great progresses in chemical products' refinement, and has become the biggest and most competitive corporation in the field of coal-chem industry. YaLian has taken on the responsibility of the development of Coal-chem industry in YaLian Group.This paper aims at forming a new practical organizational structure which fits the development strategy of YaLian chem through the analysis of its outer circumstances and inner circumstances. And it discusses on the new measure of performance-estimation, analyzes the possible risks and tries to find the answer.First, it introduces YaLian Chem's history, business fields, basic situations as well as its development strategy, and then it analyses the main form and traits of its development and organizational structure.Secondly, on the base of YaLian's development strategy, it goes deep into the YaLian Chem's outer circumstance with the study on politics, economy, society, technique, competitor etc, and discusses on the inner circumstance such as organizational structure, human resource, research and development, then comes to the conclusion that it is necessary and urgent for YaLian Chem to innovate on its organizational structure. And with the tool of Michael Porter's value-chain-mode, it clears out the key operation process of YaLian Chem, and confirms that the new organizational structure should be built with the core of business process and suits the development strategy, and it discusses on the problems may be brought up by the new running mechanism.In aspect of performance-estimation, according to the traits of BSC(Balance Score Card), it discusses on why it is necessary to use it and the problems which may occur in the process of implement, and makes the strategy diagram and KPI(Key Performance Index) about performance-estimation.In the end, with specific analyses, it gives possible answers and suggestions to the risks in the organizational innovation.
