The Research On Perfecting The Safeguard For Peasants

The concept that raising a son can ensure being supported when one is old, which derived from Chinese culture has been deeply rooted in farmers'mind in the traditional life in rural areas in the past. Such idea is closely connected with the family ethics that sons and daughters have the duty to support their old parents. Therefore, the problem of supporting the old in rural areas was not prominent. But in the present society, with the rapid development of society and economy in rural areas and the constant quickening of the process of industrialization and urbanization after China's reform and open-door, the family's structure has turned from the pattern of four generations under one roof into that of small family. A large number of young people in countryside have chosen to live in cities while old farmers have to stay in their hometowns. This phenomenon has increased the demands for the safeguard for senior citizen's life in rural areas. Therefore, putting the problem of old people's support in countryside into the central place of rural reform, developing and perfecting the safeguard system for old people's life in rural areas have become an urgent demand.Seen from reality, China's safeguard system for senior citizen's life in cities has constantly developed and perfected. But in countryside, such system is still wandering in perplexity. The research on the safeguard system for old people's life in countryside still has a large gap with that in cities. What's more, the research on the safeguard system for senior citizen's life lacks overall and systematic study. Although some people have proposed that such system should be set up, but there is very little and superficial research on why it must be built and in what effective way can such system be built will correspond to China's reality. Such research also lacks deep and thorough proof and analysis. So this thesis tries to objectively analyze the predicament that the old farmer's support system faces and its cause, both from the economics and sociology perspectives and from the existing experiences, theories and measures. Secondly, the thesis investigates the historical change in China's senior citizen support system and uses the successful experiences of the setting up of old farmer's support system in Germany and Japan for reference. Besides, the setting up of multi-leveled safeguard system in rural areas is discussed. In conclusion, the thesis tries to provide the pattern for macro-decisions to the work of old farmer's support which is worth reference. The thesis provides not only selective pattern for rural resident's individual and family support behavior to old people, but also a kind of reference for the perfection and development of social safeguard system. Thus the discussion of the thesis will be beneficial to the development and stability of our country.
