The Innovation Mechanism And Development Model Research Of Tianjin

The 21st century is an era of common development of globalization led by science and technology(S&T)innovation,which has become a new engine for global economic development.The S&T service industry is an emerging novel industry that provides intellectual services to the society,for that it will gradually realize the S&T innovation industry upgrading and drive the economy to the medium-high level,which has been an indispensable part of the modern society advances.At present,Tianjin,as a rising "new first-tier city",is actively seizing the opportunities of S&T innovation development,and is devoting herself in the growth and development of S&T service industry under their own development orientation.Tianjin S&T service industry has achieved initial results through a series of measures.However,big development shortage exists when compared with the S&T industry developed areas.It is of great practical significance and academic value to study the development status,the innovation mechanism and the development mode of science and technology service industry,and discuss how to promote the rapid and efficient development of science and technology service industry in Tianjin.This paper is an application investigation for the S&T innovation mechanism adjusting and the development model optimizing of Tianjin City,aiming at finding a suitable development model of science and technology service industry for Tianjin through the investigations of the S&T service industry innovation mechanism existed so far in Tianjin,and indeed to realize the international competitiveness improvement of science and technology service industry and the development of the industry itself in Tianjin City.Firstly,the investigations of the innovation conceptions in the S&T service industry were carried out based on the CAS theory,and pointed out that the S&T service industry innovation system was complicated and self-suitable.Based on the stimulus-response model,the operation mechanism inside the S&T service industry was analysed and the interaction mechanism among the innovation subjects of the S&T service industry was revealed.Further the recycle innovation mechanism of stimulus-response-new stimulus was constructed,and the innovation mechanism of service platform,the advanced mechanism of novel service industry,the driven mechanism of information technology innovation and the mechanism of industry structure optimizing were proposed,expecting to serve policy decision supports for the S&T service industry innovation development in China.Then,by use of the grounded theory and NVivo11.0 qualitative analysis software,the scientific rooted theory policy text mining process was investigated and developed to analysis the policy documents implemented by China government in the past decade systematically with considering the S&T service industry as an independent and complete industry in China.Finally,a common word network after document coding and keyword extracting was constructed,and then the development model of the S&T service industry was worked out as "one core and six topics".We excepted these results can promote the S&T service development and also promote the developments of the economic and society.
