The human selection is an important step of the human resources development and management, it is very important to enterprise's development The successful human selection can win the human who will get the high work achievements for the enterprise, thus enhances the enterprise's benefit effectively, and makes the enterprise have the long-term competitive advantage. However, the traditional human selection excessively pays attention to candidate's educational background and the knowledge skill level, so the selected human is usually a qualified staff of this post but not an outstanding staff. Therefore, this paper aims for the urgent demand of enterprise winning the human who will get the high work achievements in the new time, encompasses competency model theory, has studied the enterprise human selection.Firstly, this paper has elaborated the human selection theory, defined its concept and expounded the method of selection; At the same time, through assaying the shortcomings of tradition human selection, proposed the human selection based on the competency model could win the human who would get high work achievements for the enterprise. The indicator system of human selection based on competent model will include the competencies which the human who get high work achievement should own. In the quantified way of competency indicator, has given the two different measurement ways from the subjective and objective angles, thus has guaranteed the accuracy of quantitative analysis; Through combining concrete case, constructed competency indicator system of enterprise implement personnel, provided the general way and step of constructing posts' competency indicator system.Secondly, this paper aims the fuzzy factor of competency indicator and the subjective factor of synthetic evaluation method, has proposed the integrated synthetic evaluation method of the neural network technology, the fuzzy comprehensive assessment and the analytic hierarchy process. This paper has integrated the analytic hierarchy process and the fuzzy comprehensive assessment technology firstly, provided the relatively effective training sample for the BP neural network, and then constructed the BP neural network evaluation model which used in enterprise's human selection. Evaluate the candidates with the trained BP neural network, and the synthetic evaluation value will reflect accurately the candidate's work achievement. This evaluation model can attenuate the human factor in the weight determination, simultaneously it has the intelligence, auto-studied, auto-adapted function, can optimize unceasingly through accumulating experience of human selection.Thirdly, this paper has compiled program to train the BP neural network and evaluate the candidates. Through studying the human selection of the case enterprise implement personnel, has demonstrated the entire work flow of enterprise human selection based on competency model.Finally, this paper has designed the prototype system of human selection indicator system based on competency model and the BP neural network evaluation model, its main function modules included basic information management module, network training management module, network evaluation management module, data integration management module, system maintenance management module. This designation and the realization of the system will provide a convenient and available informationization management terrace for enterprise selecting human scientifically and accurately.
