Research On Quality Rank Evaluation Of National Forest Parks

At the end of the year 2006, there are 2 067 forest parks(include 660 National Forest Parks) in all of our country. From 1982 to 2006, the quality of National Forest Park increased very quickly. National Forest Park increased so rapidly in our country that there must be exist many problems about them in the same time. Among them, a most serious problem is that although there all are national rank, some one developed very well, but some almost no development. Their development level even has the huge differences. This state is very abnormal. In view of this problem, on the basis of introduction about the basic theories of forest parks and the basic information of domestic and international forest parks, and consulted many experts, then summed up a result that it is very important and necessary to research on quality rank evaluation of National Forest Park. At the same time, this research field almost blank at now. Therefore, this thesis choosed this topic to carry on quality rank evaluation of National Forest Parks, it is propitious to the effectively maintenance and high grade development of National Forest Parks.On the basis of research on development general situation and on the tourism resources evaluation methods and theories of the domestic and foreign forest parks, this thesis proposed method system and indicator system of quality rank evaluation of National Forest Park. Calculated the weight of each indicator, and proposed the evaluation standard of each indicator. The main content and innovations of this thesis includes:First, proposed the quality rank evaluation method of National Forest Park. Defined the evaluation content and evaluation indexes system at first, and then determined the weight of every evaluation factors by adopting Analytic Hierarchy Process combined with Delphi Method. According to the weight distribution, established the standard score table of evaluation indexes and divided the score into five ranks. Used the multistage fuzzy pattern recognition model and the non-structure decision-making theory to evaluate the program synthetically and obtain the subordination rank of National Forest Park. This evaluation method had not only considered the condition of evaluation object itself, the evaluation results given by the person who evaluated, but also unified the evaluation on the person who evaluated them. Compares with the Analytic Hierarchy Process, this evaluation method optimized the statistical process of the last results. It makes us understanding the evaluation objects comprehensively and impersonally.Second, proposed the target system and the evaluation criteria of each target for quality rank evaluation of National Forest Park. In the base of researching on each target and combined the research results of the many former experts, proposed the target system and the evaluation criteria of each target for quality rank evaluation of National Forest Parks. It is reasonable and well-founded about the selection of evaluation indicators and determination of the evaluation criteria, this is also one of this thesis most important innovations. Third, obtained the target weight used computer software to process the experts' opinion which is about quality rank evaluation of National Forest Park, and carried on the analysis to the distributing of the target weight. According to the distributing of the indicators weight, established the evaluation table about indicator standard, it is also the expert consulting table of the evaluation object. The evaluation table established scientificly and operated simply.Forth, taked Heilongjiang Province for example, carried on the example research to the quality rank evaluation of National Forest Park. Carries on the evaluation to 49 National Forest Parks which have enough materials in Heilongjiang Province, and obtains the evaluation results. And analysis the evaluation results, elicited the whole development level of National Forest Parks in Heilongjiang Province.Fifth, analyzed the superiorities and the inferiorities of the National Forest Parks in Heilongjiang Province, proposes four development strategies that is: executing the management of the National Forest Parks strictly; increasing investment to the National Forest Park; designing tourism products that rich in characteristics elaborately, enlarging the marketing.
