With the course of reform-open and the progress of modernizational construction, the hotel industry of our country has been achieved great development, but domestic convalescent-training organizations that have existed and continued in the times of planed economy mostly have been operated in the difficut position. Now the theory of modern hotel operation and manergement has been grown at home and abroad, but it hardly pays close attention to operation and manergement of domestic convalescent-training organizations. The goal of this paper study is to form an advanced and suitable commercial plan of the Nandaihe training center, with serching for integration of the theory of modern hotel operation-manergement and the practice of domestic convalescent-training organization operation-manergement. The sense of this paper study is not only to guide operation-manergement of the training center directly, but also to use it for reference to the other convalescent-training organizations, and at the same time to hope enrich the theory of hotel operation-manergement of our country through the theory refinement of domestic convalescent-training organizations'operation-manergement practice. The method of this paper study is to combine the theory and the practice, that is, to use riper theory of modern hotel operation-manergement to guide directly the commercial plan of the training center.The new ideas brought forth by this paper are to plot the training center to build the modern hotel enterprise manergement systems of clear property rights, definite power and responsibility, seperating functions of the governments and enterprises, personal responsibility for profit or losses and scientific manergement. The market environments of the training center are first analysed; Its market needs and target market are made clear and definite; It is to select and use the focus strategy and to service the target market, that is, the meeting-training and the convalescent-vacational markets inside the state radio administration bureau. To apply all kinds of modern human resources manergement, it is to dispose and use its human resources, and it is to build the enterprise culture as core content to take"Treating friendly personnel, Treating friendly customers, Supplying customers with excellent individualized service where they feel at home"; To use six essential factors of modern tourist industry for reference, that is, eating, staying, travelling, visiting, shopping and amusement, as well as health caring-rehabilitating service originated from convalescent-training organizations, the training center is to design and develop its business combination as follow: the meeting-training service, the convalescent-vacational service and the visiting-touring service as three kinds of basic services, as well as catering, staying, traffic, visiting, shopping, amusement, health caring-rehabilitating and safety-guarding as eight kinds of specific businesses; To set up societal marketing concept, it is to use"7P"Essential Factors Mix to design its service marketing strategy and establish its customers'satisfaction degree measuring systems; It is also to pay close attention to cost control and financial audit so as to ensure itself obtain regular profit level. Finally the training center should make its service products form its features and brands, not only operate well the Summer Vacation Time Training Center, but also forge the Four-Season Suitable Training Center, so as to assure it superior to its competitors.
